Important Notice for Our Valued Customers
To our Artemis Family,
This notice is to inform you of a significant change in California law that will affect all out-of-state firearm and ammunition purchases transferred through our store. Effective October 1, 2025, Artemis will be required to collect an 11% excise tax on these transactions.
We understand that this new tax may be an unexpected expense, and we want to provide you with a clear explanation of why this change is necessary. This requirement is not an Artemis policy but a mandate from the State of California that all licensed dealers must follow.
Understanding the New California Excise Tax
In 2023, the California legislature passed the Gun Violence Prevention and School Safety Act (Assembly Bill 28), which created the California Firearms, Firearm Precursor Parts, and Ammunition Excise Tax (CFET). This law imposes an 11% excise tax on the retail sale of firearms and ammunition in California. The revenue from this tax is used to fund various gun violence prevention programs.
More recently, Senate Bill 132 was passed, which clarifies how this tax applies to out-of-state purchases. The new law specifies that when a California dealer like Artemis facilitates the transfer of a firearm or ammunition from an out-of-state retailer, we are considered the “retailer” for tax purposes. This means we are legally obligated to collect the 11% excise tax from the customer at the time of the transfer.
How This Affects Your Out-of-State Purchases
Starting October 1, 2025, when you purchase a firearm or ammunition from an out-of-state retailer and have it shipped to Artemis for transfer, we will be required to collect the 11% excise tax. This tax is calculated based on the original purchase price of the item(s), including any service charges, delivery fees, or other costs associated with the sale. The DROS and other state fees are not subject to this tax.
To comply with this law, we will need you to provide a copy of the original sales invoice or receipt from the out-of-state seller. This documentation is necessary for us to accurately calculate the tax owed.
What to Expect at Artemis
When you come to Artemis to pick up your out-of-state purchase, please be prepared to:
1.Provide a copy of your original sales invoice or receipt.
2.Pay the 11% excise tax on the total purchase price.
This tax is in addition to our standard transfer fees and any applicable state fees (DROS, etc.).
We understand that this is an additional step and expense, and we appreciate your cooperation in helping us comply with California law. Our team will be ready to assist you and answer any questions you may have about this new process.
